Wait, now I'm confused? Nick has a collar on but not Finnick? What, is there a size/weight restriction on getting a collar? I would imagine the rodent population would want him to have one on.

I have a feeling whoever wrote this didn't really think the whole collar thing through, original pitch had a major plot point of Nick and Judy going AGAINST them...
