Currently RP tag used for generic content, not the porn content. So, a cosplay that expunged with RP means the costume is too generic or doesn't represent any anime/manga/ln/etc chara.
This one, while looks generic, is actually cosplaying a character taged above.

Technically speaking, the first bit is perfectly fine. It's the second half that raises concerns. She strips down to basically nothing (pretty sure this isn't the original cosplay anymore) and proceeds to stimulate herself with a bunch of household appliances. The set ends with her stuffing a toothbrush and a paintbrush down her panties. I don't think any of the expungers dispute the first half, it's the second half that's being called into question here.
