I can't read Japanese, but it seems to be a free game the developer released for Dragon Quest series 30th anniversary. That's quite some dedication here. The game is free to download at the link in the top comment. The images in the gallery are the source files from the game files, which aren't encrypted or packed. Since the source files are censored to begin with, I don't think there's a way to uncensore it unless the developer releases an uncensored version somehow. The couple of uncensored images at the end of the gallery are not from the game, I guess they're from the dev's blog or somewhere.
