Supposedly the author ended the story this way because they're done with the Zootopia fandom as a whole (due to apparent bullying), and will finish the Jack storyline separately. Guess spacing out the story over three years without a clear narrative and numerous subplots/side stories garnered some harsh criticism.

They can be understandably temperamental, but non pros usually don't have the drive to finish what they start, too.
