I don't know, I've never talked to the mods. I would be glad if more went up and anywhere other site for that matter, the more Touhou the better.

Dynasty might be a bit tricky since there's so many releases and they're kinda quick jobs (no leveling, typos, dialogue meaning a bit unclear in some parts). Dynasty generally tries to keep a level of quality in what they accept. Anyway, you should definitely upload everything to mangadex at least. That you can do on your own since you don't need approval to upload. I think that would get the most exposure.
Dynasty might be more interested in the yuri releases though
