And no, she is not able to transform only parts of her body. that is not how her power works.
Toga can only transform into the people she have consumed blood from.
So when she say transform into Kemi, then she would have Kemi's body etc.

She does not really transform per say however.
She wears a disguise that is created from the slime she secretes.
That means for example that she can disguise herself as somebody taller and larger,
but she would never have been able to transform to somebody that is smaller than herself.
This of course would apply to the breast size as well.

She can however NOT transform just part of her body.
