Because initially, PCS wasn't even shilled that hard. In the earlier years of Cinderella Girls, the Cute Trio they were pushing was Uzuki, Miho and Chieri with a unit known as "Pinky Cute". However, that trio didn't really seem to take off and so they went back to pushing PCS. But to this day, some people still prefer Pinky Cute over PCS.

There was a producer name card case of Pinky Cute, as prize production of cran game in about 3 years ago. So I think Bandai Namco didn't forget this unit at all.
