So this whole time people have been uploading Pudding Delices' sets, they just completely neglected to put up a torrent with the PSD files?

PDF, not PSD. The PDF contains a page with the images and more narration, sometimes a few sound effects
There are a couple of sets that include a PSD file for people to edit the color of the outfits and a couple of other things, but it's really rare for them to add a PSD to their sets
