Boudica is notorious for being fucked over in FGO's writing as anything but an onee-san and a Nero apologist

Ignore for a minute that Boudica willingly manifested herself as an Avenger in Summer 2 because she fucking hates Nero (except not really because Boudica never gets good writing), we have a number of issues not being addressed, such as her having an unused Noble Phantasm which is just as fundamental to her as a Servant as her Chariot, being the Sword of Boudica. It's a pretty nifty NP that can fire off decently powerful beams without its true name being used, and then its True Name makes it into basically Gundam Funnels.

Beyond that, there are lots of Servants who have the potential for Avenger and were decently well received. While Jalter may be candidate zero, we have the recent Marie Alter who was really popular during the Fate/Requiem event. And even going a step further, her being an Avenger is just a more interesting way to take the character, than an on-and-off Nero simp who cooks good food. Dantes, despite being filled with his undying hatred, still manages to be one of the most useful and humane servants we can summon.

Being an Avenger doesn't mean the hate is all you have, it means that the Hate is what drives you. Jalter became an Avenger primarily to have advantage on Jeanne, and considering Nero is probably gonna be an antagonist in LB6 as Beast 6, they can justify it as "Boudica manifested her hate to fight Nero"

not accurate in the least. Nero never ordered any of that in life or in Fate. Boudica got her family destroyed due to husband being dumb and a random Roman general being a massive asshole. In FGO Nero isn't the least bit happy what happened to Boudica nor did she learn about it until long after it had happened.

The reason we have not, and the reason we will never, get Avenger Boudica, is that the Avenger class is a fucking shit awful horrid thing that literally enforces constant undying unending hatred of whatever your target is and forces you to also never be able to forget said hatred (hello Oblivion Correction!). Boudica, having an actual choice as to which class she is summoned in, will never willingly choose Avenger for the same reason basically everyone else who is given a choice and isn't insane like Dantes never would.

Fucking Jalter, who's probably affected by her Avenger shit the least (outside Space Ishtar, and she's only so nice because the people she hates are all an entire universe away), switched out of the class the minute she got a chance and enjoyed the madness of a Berserker more.

EDIT: Also, worth remembering that as cool as the Boudica Destruction Layer sounds and is, Boudica's entire legend is "she stomped on a few undefended cities and slaughtered everything she could, then Rome actually bothered to give a shit and completely wrecked her" - sadly speaking, she's kind of not going to be powerful no matter what.
