Was this done in MS paint with a mouse? The art style is extremely distinct, its not the first time I've seen it either.... Is there a guild of MS Paint Michelangelo's?

If I remember correctly, this artist frequented Kemono Island BBS. An Oekaki board ran by Dr. Comet (/tag/artist:dr.+comet). I used to have a huge cache of the art from that board. Alas, I lost the vast majority of it in a harddrive crash some years and years ago. -__-
