Netorare literally means "to be taken off". The common usage would be to have your lover/wife taken off of you.
The ancient Greeks defined several forms of love eros (sexual), philia (friendship, comradery), storge (familial love), Ludus (playful, casual love), agape (love for all), pragma (long term love and Philautia (love of self). Might have been one or two more...

Sadly we don't really (at least in the english speaking world) so finely define love (which if you're interested in ancient history, you run into modern misinterpretations like how the Band of Thebes were apparently all homosexuals because they were "lovers" despite the love being philia or the love between brothers in arms not eros or sexual love)...

What as I getting at... oh yeah, so I see it perfectly fine to define NTR as encompassing a mother giving up storge (the love between a mother and child) for eros (or sexual love). In principle it isn't any different than a house wife in a long term relationship (pragma) abandoning her husband for a younger lover with a big dick (i.e. trading that pragma for eros).

So I wouldn't say this is NTR, as we don't see the mother being "taken" from the son or husband, but I can definitely see how NTR could encompass as you so plainly put it "If she fucks anyone who isn't her son its netorare".
