While Vinyl is cheaper, it's difficult to not have issues with the ankle and feet wrinkling up. Might I suggest biting the bullet and going for latex next time? There just happens to be plenty of cosplay options for reuse of black latex thigh highs.

The cosplay actor has the word "Wind" tattoed on the upper left chest a short distance below her collarbone. This makes it easier to spot when the photo has been flipped or in when a lot of photoshop was used to even out her skin tones since the tattoo is gone.

swd3e2 then made unofficial costumes of Illustrious that never appeared in game.
This cosplay is one of those unofficial costumes that never appears in the Azur Lane game, at least not yet.
