I'm not a cop, so maybe I have no idea what I'm talking about, but what kind of stake-out demands that the cops in question sleep in one of their apartments* for two weeks? Of all stories out there that toss Judy and Nick into bed together, I think this has to be the sloppiest justification I've ever seen.
*Where the hell are we? Judy's place doesn't have room for a couch, Nick was living in under a bridge last I checked...
Before cameras and remote surveillance law enforcement had to have a human on location 24/7 to watch a premise. (Usually for serious criminal enterprises like Mafia busts) Normally it would be two or officers inside the structure with a third handler delivering food discreetly as if that third officer was the sol occupant while the other two remained unseen taking shifts watching the target location.
