Sure, thats true if salt concentration is too high, but too little salt has the opposite effect. That either swells the receiving medium (aka your body) with more water than it needs or pulls salts and electrolytes *out*.

Either way, both extremes have a dehydrating effect because the body relies on the right balance of water to electrolytic salts.
