Final Fantasy XIV does have an Au Ra race which in turn has two variations called Auri Raen (white or silvery scales) and Auri Xaela (dark or black scales). Their tails typically taper to a single end and don't have flukes like the tail in this illustration so there seems to be artistic re-interpretation.
