I'm not really sure what the mechanics of octopus impregnation are in this hentai, but I have two basic ideas:
The first is that this is a parasitic species that requires a host to nourish the young, like a parisitoid wasp. I think the reference to fertilization would then mean it in an almost botanic way, like providing nutrient rich soil to grow in.
The other possibility I thought of was that the body of the human has been modified to be able to contribute genetic material, almost like a virus hijacking a cell, but with some extra steps. This is what I think was the intended reading, because if the altered appearance of the human at the end (look at those fingers). This is the same kind of magic in any mpreg, a male being altered to have eggs that can be fertilized by the sperm of the octopus lady.
