Haigure has a weird history. It was based off of some Shin-chan movie in the 1990's and became a meme much later, initially innocent, before going into fetish territory in the 2010's. Typically it taps into a lot of things like hypnosis, body control, exhibitionism, humiliation, etc, with the person unable to help but perform the motions and shout "Haigure!" as they become full on brainwashed. You can always google it to look for specific origins - mostly a Japanese thing but the hypnosis angle is kinda kinky in its own way.
