Is it really necessary to make a new gallery for every chapter?

Yes. Every update on a gallery is just making a new gallery.
A gallery for each chapter is good for just download the newest chapter where keeping everything in one gallery you will have to download entire archive with previous chapters.
Of course if the series ended it would be good to merge everything into one.
