Given what Kyou was wishing for, it'd make sense that he was lying telling Kouichi the wish would make it not come true. Kyou telling him his wish that he wanted to become a girl so Kouichi would fuck him would have definitely created an awkward situation and Kouichi would have likely then left because of it. Kouichi possibly would then avoid him for awhile afterwards. Kyou telling him the wish after he turned into a girl was obviously going to be a lot more effective than if he had done it while still a guy.
