I think the implication from Page 25 is that the villagers spread a rumor, as they do, that Reimu kidnapped and spirited away Marisa from her parents. That of course, is nonsense given that Marisa here doesn't seem too fond of the villagers and seems more than happy with the idea of letting the priests "handle things".

They thought she was gonna kidnap Kosu-chan.
