what the author was going for was the boy was frustrated because his friend was stronger than he was, and when a group of thugs came to rape her, instead of going off to get help or something, he joined in.
there were consequences for the rapists which was unusual, the fact that he didnt get consequences was confusing.
I'm guessing the reason she didn't turn him in means she has feelings for him.
