I feel like the part where the clothes are torn is missing.

Its how they are in game.
the 2nd number is the scene type.
_0 is normally with cloths
_1 is normally torn
_2 is normally nude
_3 is extra

In these _1 does not have torn cloths in game.

my guess is they got lazy with the characters in the 600 range.
