Help me with tags for this one, it's hard to figure out.

It's labeled as Showa 67, which never happened, should be roughly summer 1992, so Comiket 42. Old stuff.

Why are you uploading this, who is Asari Yoshitoo? Well, it's a guy who did a lot of stuff in 80's-90's. You would probably know him as a character designer for that one anime, you know, Neon Genesis Evangelion. So all the Asuka-Rei craze is thanks to this guy.

Asari Yoshitoo did design works only for the recent remakes of Evangelion, not for the original series.

Nah elgringo, Asari is confirmed to have done the Sachiel, Shamshel and Zeruel angel designs for the TV production of Eva.
