So, why exactly first 16 pages are just pairs of higher res/lowes res duplicates?

Case in point:
/s/f6db45c285/2113988-7 <- high resolution, no patreon stamp
/s/b600ea2342/2113988-8 <- lower resolution, patreon stamp

Same goes for every odd/even pair starting from p1/p2, and up to p15/p16.

Also, 7 pages among the stuff at the end are resized crap - hint: "sample_" at the beginning of the filename means "this is a thumbnail".

Regarding "1&2" part.
Pages from 1 to 10 (1 to 18 in this gallery on timestamp) was posted as first part of the comic; pages from 11 (numbered "1", 19th here) and up to 15 (numbered "5", 23st here) are the supposed "second part", 5 pages here of 7 pages posted already. In reality, this is one continious comic, for whatever reason "split" in two - just because the "first part" ends with "to be continued", but artist was persuaded to actually continue it, I guess; artist's names for each of thouse parts are the same - just "The Fox And The Wolf", no numbers, no "part X", nothing. I just... whatever.
From page 24 and further - thouse are quote extras unquote.
