A little bit late, but here's what I've understand (with my crappy Japanese) :

On this part (Chapter 1) our MC whose name is Yuji came back to his hometon, Netori Village (Netorimura in Japanese) and he works on the local inn (ryokan). There he reunited with his sister-figure Youko. During break time, he found out that Youko having sex with a 'customer' (you could call it tourist I guess) in the toilet. Yuji later overheard residents of the Netori Village talking about "Breeding Service" that recently implemented on the village, and Youko is the one who put the most efforts on that service.

Some time later, he saw one of the door slightly opened, there he witnessed Youko serving the same costumer before, and Youko explain what is "Breeding Service".

In short, you can bang any girls from the inn, just ask right away. Not only that, you can also decide when and where you can bang the girls as long as it's within the inn. The serving girls always polite and use dirty words to enhance the experiences from the service. The endgame of the service is that you can come inside the serving girl without care, similar happened to Youko at the end of the story.

Youko then thanked the customer for his patronage and looking forward to his visit again and the story ends with Yuji jacking off to the scene. To be continued on Chapter 2.
