A girl who lost her arms agreed to be the subject of a mermaid experiment.
The experiment will surgically modify her body and will go through multiple stages of transformation. the subject will have to learn and adapt to live in every phase since each stage will take certain amount of time to heal until the next step.

1) Feet is amputated and will be used as the base of the caudal fin. Recovery time until next stage: 2 weeks
2) Legs are surgically merged. Muscles are rearranged and assisted to fill in the gaps. the subject is expected to be mostly immobile at this stage. Excrements are all medically assisted; Recovery until next stage: 1 month
3) Amputated arms are modified for compatibility to the pectoral fin structure. recovery until next stage: 3 months
4) 4 months after the legs modification, muscles are fully merged and compatible for further modification. Complete lower body modification:
Leg bone structure is extracted, tailbone is replaced by a modified extended version. Femurs is replaced by a modified pelvic fin bone structure. Anal fin structure is installed at the former knee area. crotch and anus parts are moved to the original thigh area and modified to be functional.
Subject will undergo rehabilitation for new body parts, recovery until next stage; 6 months, minimum
5) 8 months after the major body modification, Dorsal fin sets and caudal fin is installed. temporary webbings in the pectoral, pelvic, and anal fins are replaced by the proper fins webs. ears are modified to fins.
Subject is now limited to only crawling position, living condition is now transitioned to aquatic. recovery until next stage: 2 months
6) Final stage, eyes are modified for underwater vision and protective lens is installed. Skin is modified to allow growth of circular scales.

If he' gunna think that hard, he shouldn't have forgotten the simple fact that human skin in water 24/7 eventually breaks down and will easily tear from touch and eventually will rot from bacteria. Girlie is going to live a short tortured life plagued by maceration sores and infections.
@daitengu I think in step 6 he mentioned about modifying the girl skin into scales, and we already have mammals in sea so basically, assuming they have complete control of biology, skins are still probable
Normal gills however are physically impossible at current brain metabolism, though assuming further body modification, increasing antibody reaction, reducing base body temperature, and multiple breathing organs like internal gills, salamander external gills and amphibian skin respiration, maybe it is plausible
Still, I think larger lungs with dolphin style breathing is more probable for this case
@velonges Hmm, from engineering point of view, it's kinda hard to justify it other than thematic reason. Which of course perfectly fine, since assuming this is a bioengineer company and they are just fulfilling order request, company will do what company do. In the end it depends on the context of the story. Though speaking of worldbuilding, there are many community talking about more functional mermaid respiratory system
