This is Crossdressing because it is a male (without implants or boobshirt to invoke m:Gender Change) in a chinese dress, and f:Gender change because it is originally not a male character.

In case of the cosplay, tags that refer to a "character" (such as Chinese Dress requiring m:Crossdressing if worn by a male "character") refer to the cosplayer as character not the character they're cosplaying unless specified otherwise.
