Actually this is fiction so there is no such thing as saying x angel is in x tier. Popular culture has established a certain way of thinking these images by repeating the same idea over and over but if for example I say a dragon looks like a horse with a trombone for a torso you can't really say I'm wrong because, again, since there is no such thing as a dragon it looks like wherever you want it to be.
