Depends.
If there's specifically U-1196 or other generalized white cell fem - then no gender change; but if someone here is cosplaying U-1146 - then yes gender change.
There's six of them on the pictures, for hell if I know who is who.

One thing Two things are for sure, though - no "very long hair" for this one in any case; and NO "MASKED FACE" - there is a tag "mouth mask" specifically for such things. Masked face is for full-face masks, balaclavas, and such - which is definitely not the case here.
