Is it me or does the girl look like some superhero? She's got that hairband with antennas (Tokyo Tower?), the typical schoolgirl skirt and you can see what looks to be the Seal of Imperial Japan on her waistband, i guess she's supposed to be like the personification of Japan or something?

@giovannileanza The Nagato class battleships were quite popular with Japanese children of the period since they were publicly known as Japan's strongest battleships and almost considered heroic, they also were partially funded by money raised by them. When Shizuma made her and Nagato he included some elements of Japanese super heroes into the design

The headgear and seals are all things featured on the original battleships and the ship predates the Tokyo Tower by decades.
