Skinsuit is for turning people into suits and quite literally wearing their skin, Animegao is for having a regular bodysuit looking that way (though this is probably broader than it was intended to be, think this does fit the Skinsuit fetish a bit better technicalities aside).

The japanese word used is Kawamono (皮モノ skin-thing) on pixiv tagged as such and translated to skinsuit.
Turning someone into a skin is not a necessary part of the genre, artificial realistic full body disguises also fall into this category.
Animegao (Anime-Face アニメ顔) is only used if it's not clear if you're dealing with a general Kigurumi mascot costume (e.g. Pikachu) or an anime kigurumi costume (アニメ顔着ぐるみ Anime-Face-Kigurumi).
It would only be animegao if he dressed up as an anime-character visually identifiable as artificial by bystanders in the context, if it's a realistic full body disguise it's kawamono/skinsuit.
As he dresses up as a different person indistinguishable from the original in the provided setting (the original texting him it's kinda creepy but good luck being a stand-in while she's sick) animegao does not make sense.

Pixiv uses a different tagging system than ours, our Skinsuit tag is pretty specific about skin being a vital part of it not just any sufficiently thin Kigurumi/animegao suit.

the primary difference between a suit and a functional "second skin" is generally whether there's any proof of the new genitals working.

The voice changer on p22 definitely wouldn't be a separate thing if this was a real skinsuit though, as far as less sexual proof goes.
