What's the deal with the lack of release?

Normally I LOVE these comics, but this one is a little too non-con and it left a sour taste in my mouth. It's one thing if the victim is an unhealthily repressed housewife who will be much happier if she lets go or a judgmental asshole who makes everyone around her miserable, but this is just a dedicated cop doing her job, and unless these stories take place in San Francisco, the cop was in the right. She should have covered up a bit more given that she doesn't have pasties like the other clown girls, if not just for the law, out of courtesy to other people.
