I think the first thing is to use better placement of your text. As much as possible avoid placing text over characters. Word balloon positioning is an important part of the visual design of your pages/panels. Yes, this sometimes means you have to shift the entire layout of a panel to accommodate them. Also, use word balloons, period. While sometimes text in the open is good for impact, when it's used exclusively it looks awkward.
