Sometimes artists censor art more than maybe needed just to make sure it is inside the very vague "obscene material distribution" law they have. It is not stated in Japans law is censorship acceptable way to go around this law (obviously it is for now), what kind of censoring you should use or what kind of material is punishable by jail time or fine. Law only states that, and I quote from Article 175:

A person who distributes or publicly displays obscene documents, drawings, recording media related to electromagnetic (google translate) records, or other items shall be punished by imprisonment with work for not more than two years or a fine of not more than 2,500,000 yen.

Be glad it's not completely whited out, because with 2,5mil Yen fine I would make sure to censor it properly too.
