I don't think just because she's having sex with a mob made it qualified for NTR tag. It's not like Kotegawa was in relationship even with Rito in this doujin, and the mob was begging for became Kotegawa's boyfriend in the earlier page so it isn't NTR. Having sex with a mob/random stranger isn't a NTR if the boy/girl not in relationship with someone.

In my belief, if a girl has sex with boys other than mc, unless such girl already has another boyfriend or the like indicated in the original story (Example: Bulma and Vegeta), it is NTR without exception.
If there is no mc in the original story, a girl having sex with a mob may not be NTR if the reader can project itself to such mob (Example: Touhou Project series).

It's also NTR done right. He found his own way to charm her, unorthodox as it was, didn't blackmail her, didn't force her into doing anything and was prepared to call it a day when it didn't work.
