Despite the numbering (1 bis), this book appears to tell the adventures of Krampon between books 2 and 3 of the "Goulag" series by Dimitri, i.e. after "Loubianka", as made explicit also in pg. 4 here.

The only one lacking was this one, I hope the fans of this great comic series will be happy as I am that we can finally find it complete in HV ;)
