While I did not add Netorare tag myself as its pretty questionable I would like to explain why it can be tagged as netorare - Movie Star is a sort of Omake part of Silent Bell which is of course an Netorare.

Some of Silent Belt chapters actually connect Movie Star chapters. However in Movie Star you wont see Keiichi except a short outline of his shadow in the short cut where Skuld watches one of the Belldandy's Movie Star films and masturbates. It also has a lot of girl characters that do not appear in the main Silent Bell story.

So it is up to you to decide if it is netorare or not. If you look at the big picture which includes Silent Bell then it is netorare, if you view it as a series on its own then it isn't.
