My first introduction to the "compulsory practical sex education" genre, years and years ago, was this one: /g/18522/d5053cbf6f/ It's fun twisting the rules of the world such that "common sense" becomes so outlandish. Gotta give it up to the Japanese for understanding the difference between fantasy and reality and just running with it.

@cangt1 While every other part of this series is tagged "lolicon" due to other characters that fit better, cardboardcowboy is right. Lolicon is a difficult tag as it's entirely visual.
Do we want to see fully developed young women who are under the age of consent tagged as lolicon? What about oppai loli? Do we want to see undeveloped adult women tagged as lolicon? what about lolibaba?
Given the extreme differences across various art styles... it's hard to say.
Malcorond tends to draw his adult women as much larger breasted, as do "most" (IMO) artists, meaning this young protagonist is underdeveloped. The "lolicon" tag specifically says "undeveloped bodies" rather than "underdeveloped", which means technically, any sign of pubic hair or breasts and the tag shouldn't apply.
However, if we adhered to that strict definition there are no depictions of "lolicon" in this gallery as even Misty and Prof Ivy's helpers have SOME breasts: /g/2538/ec191cf2e4/
Everyone uses the tag for "underdeveloped" bodies. Unfortunately, that means sometimes you're going to think some galleries shouldn't be tagged "lolicon" when they are, while others find galleries they think should be tagged "lolicon" but aren't.
I think the biggest shift came when e-hentai split into (ex) - hentai in order to get rid of "underage" content. Basically, anything that some up-tight fucker might try to call "child porn" needs the "lolicon" tag to ensure it stays off the "public facing" e-hentai website.
I'd love to see an "underage" tag as a pre-requisite to "lolicon" (Like "lolicon" is pre-requisite to "oppai loli" and "low lolicon") so that everything "lolicon" automatically gets the "underage" tag added. Then we could enforce "lolicon" only applies to "undeveloped" bodies while anything "child porn esque" could get the "underage" tag.
Given how SNAFU the "lolicon" tag is at present, I can't imagine how much confusion a new tag would cause.
