Because the current approach is, as I've said, is dumb. If essentially makes "futanari" a subtag to "shemale" since all the galleries where a pussy isn't directly seen (like this one) would then have to be tagged "shemale". It really should be the other way around with "futanari" as a primary tag, and "shemale" only applied when there's a clearly visible lack of vagina.
