I'd think that a near complete rewrite of her memories, brain and personality counts as "mind control", which the genie said she couldn't do.

Also, there was absolutely no reason to make her room-temperature-IQ stupid.

It wasn't a rewrite of her memories, as she still had her old memories. All the genie did was add new ones atop her original ones to align with the new reality created by the wish. As for her brain, intellect, and personality, well... those can be manipulated through hormone control, shaping of reality, and affecting the physical shape of the brain itself, which can affect the ability to retain knowledge.

As for there being a reason to make her "room-temperature-IQ stupid," of course that was necessary. Being made dumber than bricks is a core tenet of bimbofication, along with becoming blonde (sometimes regardless of ethnicity), getting absurdly big breasts, getting a magically perfect tan, and often times an unusually bubbly personality practically devoid of malice. Without getting turned so dumb, airheaded, and bubbly, this wouldn't be bimbofication and would be closer to gyarufication, and without the required hair color shift and tanning this would be classified as sluttification instead. So, what I'm saying is that making her dumb is a prerequisite for properly calling this bimbofication.

Now, narrative-wise, you might a better leg to stand on arguing there wasn't a need to dumb her down, that there could have been better ways for the genie to handle the situation, but I figure, from the genie's standpoint, making her dumb would ultimately help lower her resistance and disappointment at how she got her wish granted initially and lead to *ahem* wish fulfilment.
