Netorare is not the exact same as cheating or cuckolding.

As long as there is a relationship between the characters, the focus is on the male feelings when the girl/girls are being perceive as "stolen".
Or that relationship is taken away, leading to feeling of inferiority, hopelessness or frustration

It doesn't always have to be an established romantic relationship
Could be close friends, just a crush or even family members

Some stories have netorare, some stories have cheating, others have netorare + cheating

Too many NTR stories are about playing with the idea that the MC is somehow entitled to get the girl despite the fact that there isn’t a romantic relationship between the MC and the stolen girl in the first place.
