If anyone else wants to try and make sense of the runes on page 7, I have given up.
Here's how far I've gotten with transcribing the letters into the latin alphabet. Not that numbers are signs I have absolutely no idea what they may be, just assigned a placeholder value to keep track of which are the same. Also I realized after the fact that what I originally identified as a naudiz is actually an ár, which should have been transcribed as Æ/æ, but I'm not going back to fix it up. I'm fairly convinced it's just gibberish, but the four letter word "L2I1" appearing three separate times does instill a bit of doubt in me, implying some kind of syntax.
Perhaps the font used just uses completely wild unpredictable signs for each letter, or perhaps it's a kind of runes I'm somehow not familiar with. Here's the transcript I have tried to make, in case anyone wants to see:

I've decided to also do a quantitative analysis in as a last ditch effort to try and match the letters by average frequency in the English syntax, and what I found is this:
14*H; 12*L,3; 11*1; 10*T; 8*U; 7*I,N; 4*2,S,M; 3*4,B,R,A,K; 2*F,W; 1*O,5,6
The letter distribution (assuming the letters I identified are completely off) is close enough to the English average that there's no cause to be able to say it's unlikely to be actual words. Unfortunately it didn't actually bring me any closer to being able to build coherent sentences, but I'll just leave the data here for someone smarter than me to potentially save them some time anyway.

Thanks for figuring it out. I had already suspected that the hagalaz would have to translate to E somehow after the quantitative analysis, but that's pretty much where I gave up. It must either be a really wonky font or there's some kind of substitution involved to make it even more obscure, because there's no way a tannaz could ever translate to r or an uruz to a either.
