The artist and the guy who originally suggested this concept to him discuss it with fans in the comments of the first image on Twitter. Since I don't fault anyone not wanting to go to the Elongated Muskrat's Midlife Crisis Impulse Buy™, here's the gist of it:

She did something innocuous that ended up personally pissing off a wealthy man, who then used his influence to sue her and rig the court system. The exact thing isn't really important since the rich guy would've been offended enough by just about any personal slight to use the legal system as a bonking bat against her. Sentencing her to nudity, however, wasn't his goal. Her legal team found this old obscure law from the 1800s that was never officially taken off the constitution, and her lawyers used this to avoid a much harsher penalty from losing the lawsuit.
