It is said by some that the Japanese are a very strict people, even nowadays. There is much restraint in their everyday lives, much that they are unable to do, unlike in countries like the United States and the Netherlands. These things that they wish to see, do, and even become, are portrayed mostly in their art, and in more recent times, since the dawn of anime, they have been portraying much of their dreams and desires in these visual works.
This artist, and others like him/her, are able to produce such captivating images, which prompt the viewer, or witness, to look at them and be mesmerized by them.
There really is just something about anime style drawing, and most especially of the female form, that catches the eye. This artist's works being a prime example of such.
