The artist is called "Hikaru Hayashi".
And the series is called "How to Draw Manga". In this series, there are several sub-series (look it up on wikipedia).

This one in particular is called "Sketching Manga Style". (A quick search on amazon would have given you the same result).

@e-hentai: If you have some of those books in english, why don't you scan and upload them here?
I'm pretty sure those would be useful :)
