this is absolutely still relevant for redraws and decensoring.

however, to skip the whitebar step in this guide:
i outline in red using a different layer.
then i create a new layer and use that for coloring/clone stamping.
after i'm finished i ctrl+left click the outline layer to highlight everything and FX color overlay it all black or whatever color the manga's outline color is.
