Well, NTR (il)logic aside, I'm guessing the tolerance for smoking, doing drugs (basically delinquent activity) is much more strict than Western countries.

Asian schools have much more discretion to impose punishments on students and parents are much more tolerant of it. Stuff like smoking, dying your hair or even using unauthorized transportation like a moped or car to commute to school are grounds for discipline, even if they're generally tolerated for adults, whereas in the US such restrictions can and have resulted in successful suits by parents alleging undue interference in their right to raise their children as they see fit.
