Super late response but juggernaut drive doesn’t care about what strength the wielded is at when it goes. The controlled versions yes but the full on giving yourself to the lingering thoughts of the previous users? That thing goes full power and literally drains the user’s life to do so and they’ll rampage with that power until the user’s life runs out and they die, it’s why Issei ended up with like 100 years of lifespan after he first used it.

Sure, Issei might run out of juice very quickly and croak if he went juggernaut drive at this point but that would still be enough time to launch a Longinus buster at Raider which would’ve wiped him from existence.
