The primary reason why Robopon characters are drawn with gigantic breasts is because they were drawn with huge breasts by a mangaka in the late 90's, there exists an extremely hard to find raws of Robopon Manga that was circulated in Comic BomBom. Going off of Japanese Wikipedia, the comic was a pretty big hit in Japan, mainly because it catered to this kind of fetish, there was also a Robopon special video game that had characters from the same comic or another similar comic.

That's the reason why Rolle, Meddy, and Martial are drawn with gigantic tits, because one perv in 99 decided to make the characters have huge knockers, ALL of the characters would have huge knockers. If you dig deep enough into Pixiv, you can find that the artist, one Tonmori Barrel, and their style are frequently imitated in Robopon fan art and the like. There even exists fanart of other characters drawn in the same giant titted style.
