That rule applies mainly for putting multiple manga chapters together that don't belong together (different tanks/series or multiple tanks in one). I'm pretty sure putting all of this in a Western Gallery would have been perfectly legal, and I think everyone would agree it's better than spamming so many galleries of this shit artist.
